**About Saudi Arabian Chevron Inc**:
Saudi Arabian Chevron (SAC) operates on behalf of the Kingdom of Saudi Arabia its 50% individual interest in the petroleum resources of the 5000 square-kilometer onshore area of the Partitioned Zone (PZ) between the KSA and the State of Kuwait. SAC is located in -Al-Zour (Mina Saud) in Kuwait and is 40 KM North of Al-Khafji City. The Company works in partnership with Kuwait Gulf Oil Company (KGOC), the operator for Kuwait's equal interest in the area, through joint operations JO located in Al-Wafra area in Kuwait. Staffed equally by SAC and KGOC personnel, explores for, develops and produces oil in the PZ. **Job Description Summary**:
Oversees field based operations of contracted drilling rig and support services during the drilling and completion of wells. Ensures that all aspects of the approved drilling and completion program are safely and efficiently executed. Sets HES and quality expectations for all activities and co-ordinates logístical support. This position is responsible for direct day to day drill site operations on land-based rigs and routine drilling operations with varying degrees of complexity, from standard base business wells to exploration work. Performance and safety management are key requirements for this position. Key Job Responsibilities also include working in a complex partner environment and being responsible for day-to-day activities of business partners, managing logistics for personnel and equipment, and providing accurate daily reports to Rig Supervisor. The position is rotational.

**Job Responsibilities Include**:

- Directs wellsite activities to ensure drilling is executed efficiently and safely in accordance with approved programs, established company practices and procedures, and applicable laws and regulations.
- Keeps fully knowledgeable of emergency procedures and operations and carries out drills to practice and develop proficiency.
- Coordinates timely arrival of services, equipment, personnel, etc. to ensure continuous operations and minimum downtime. Works closely with contractor and service company personnel to effectively plan and execute all operations.
- Provides input during well drilling planning and execution stages in areas of planning, design, logistics, contractor and service company capabilities and selections.
- Ensures all well operations and cost tracking information is properly prepared, recorded and maintained.
- Guidance: Receives little direct guidance on assigned projects. Proceeds on own initiative and judgment. Completed work is reviewed for attainment of objectives.
- Knowledge: Detailed knowledge of all aspects of the function. General understanding of closely related functions, clients/customer business and practices, Chevron and industry practices, and legal and regulatory environment.

**Minimum Requirements**:

- ** Saudi National.**
- Bachelor degree in Petroleum Engineering or equivalent. Certification in Well control is required.
- At least 6 years of relevant experience.
- Experience in drilling and completions planning and execution operations.
- Demonstrated ability to prioritize work, adapt to change, manage multiple short timeframe tasks, build relationships, and communicate effectively are critical to success.
- Capable of leading day to day drill site operations with little to no supervision.
- Previous experience with H2S environments, heavy to total loss zones, factory operations, and/or Heavy Oil are all pluses.
- Comprehensive understanding of Well Control processes, procedures and equipment
- Previous Rig commissioning experience is desirable
- Fluent in daily operations reporting, WellView is preferable.

Mandatory Requirements:

  • Minimum years total post-graduation experience.
  • Minimum experience in a Lead HSE Engineer role.
  • Shall have practical experience in managing HSE in projects.
  • Must be conversant with local and international HSE laws, regulations and norms.
  • Excellent written and verbal communications skills and proven track record of successful project management.
  • Must be experienced in managing HSE discipline engineers.
  • Experienced with implementing ISO 9000 and 14000 Series and International Standards relevant to Oil & Gas Industry.
  • PMC experience
  • Must possess at least at least one of the following internationally recognised HSE qualifications by a reputable professional association:

  • Diligently visit site and with the EPC contractor implement safety measures-promote/ensure safe work practices.

  • Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.
  • Assist EPC contractor line management and or construction supervisors in accident investigation process and report accordingly.
  • Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and goal.
  • Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors.
  • Monitor the availability and use of safety apparel and equipment.
  • Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training.
  • Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls.
  • Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly KOC, WorleyParsons, EPC contractors and their sub-contractors.

Mandatory Requirements:


  • Bachelor’s degree in engineering
  • Minimum years total post-graduation experience.
  • Minimum experience in a Lead HSE Engineer role.
  • Shall have practical experience in managing HSE in projects.
  • Must be conversant with local and international HSE laws, regulations and norms.
  • Excellent written and verbal communications skills and proven track record of successful project management.
  • Must be experienced in managing HSE discipline engineers.
  • Experienced with implementing ISO 9000 and 14000 Series and International Standards relevant to Oil & Gas Industry.
  • PMC experience
  • Must possess at least at least one of the following internationally recognised HSE qualifications by a reputable professional association: NEBOSH, CSP, ASP, CMIOSH or equivalent.
  • Must possess at least one of the following HSE certifications: ISO 14001, OHSAS Lead 18001 Auditor, NEBOSH, ASSE certificate in global safety management or equivalent.

Primary objective:

  • To coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project. Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements.
  • Develop and implement the project HSE MS.
  • Develop and maintain Statistical data for the Project.
  • Prepare reports as required for the WorleyParsons KOC PMC HSEQ Manager.

Specific Accountabilities :

  • Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
  • Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan.
  • Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.
  • Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
  • Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
  • Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.
  • Review EPC contractor Safety Management System and advise of required changes.
  • Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.
  • Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken
