The RoleWe are seeking an experienced and technically skilled Utilities Engineer to support an Infrastructure & Buildings project, based in Kuwait, which we are currently bidding as part of an Expression of Interest (EOI). This role involves the supervision, coordination, and quality assurance of underground and above-ground utility infrastructure works, ensuring compliance with project specifications, local regulations, and international standards.
The Utilities Engineer will be responsible for overseeing the design review, construction, and commissioning of wet and dry utilities, including potable water, firefighting systems, stormwater, sewage, power, telecom, and gas networks.
Key Responsibilities- Review utility design drawings, layouts, and technical specifications for alignment with project scope and regulatory standards.
- Supervise construction activities related to utility installations, including trenching, duct laying, pipe installation, manholes, chambers, and network connections.
- Evaluate contractor submittals such as method statements, material approvals, shop drawings, and ITPs.
- Coordinate with local authorities, service providers, and other disciplines to ensure smooth progress and compliance with approvals.
- Monitor utility testing, flushing, pressure testing, and commissioning activities.
- Identify and resolve interface issues, technical problems, and on-site construction conflicts.
- Ensure that all utility works adhere to safety and environmental standards.
- Maintain detailed records, reports, and documentation for inspections and approvals.
- Bachelor’s degree in Civil, Mechanical, or Electrical Engineering, or a related discipline.
- Minimum 10 years of relevant experience in infrastructure or building utility projects, preferably within a PMC or consulting environment.
- Strong background in both wet and dry utilities, including coordination with government authorities.
- Knowledge of utility planning, layout optimization, and construction phasing.
- Experience in port infrastructure or marine-related utility systems is preferable.
- Strong understanding of relevant standards (e.g., AWWA, ASTM, BS, local municipal codes).
- Ability to read and interpret utility coordination drawings, cross-sections, and as-built plans.
- Proficient in Microsoft Office and project documentation tools.
- Strong coordination, stakeholder communication, and reporting skills.
- Safety-conscious with a high level of attention to detail and quality control.

Basic Job Requirements
High school diploma / GED equivalent preferred. seven (7) years to ten (10) years related experience.

Requires the technical skills, job knowledge and physical ability necessary to perform assigned job functions. To ensure compliance with safety, health and security requirements in the contract, employee will possess the ability to read, write, speak and understand the English language at the intermediate level as necessary to perform assigned job functions. Service Automatic transfer panels semi-annually and repair as needed.
Position may be located in a wide variety of environments, from conventional indoor office workspace to
project worksites with harsh, working and living conditions.

Preferred Qualifications
Journeyman certified by the Electrical Generating Systems Association (EGSA) preferred
Power Pro Technician Certification preferred
