Job Description

**Purpose:** Performs mission support analysis and duties pertaining to transportation functional areas and ensures supporting requirements and implied tasks are accomplished to standard and within required timelines at the Port (Aerial / Seaport).
**Essential Duties and Responsibilities:**
+ Manages and leads transportation employees performing transportation operations.
+ Responsibility for transportation operations and other related transportation operations activities.
+ Prepares and presents required briefings and attends meetings and provides technical advice on transportation services and IAW Defense Transportation Regulation (DTR).
+ Plans and conducts scheduled and unscheduled movement of equipment to various locations throughout Kuwait.
+ Serve as the liaison between all departments to achieve a cohesive end result.
+ Prepare, review and submit required movement records, documents and reports.
+ Prepares, analyzes and briefs reports on Transportation schedules and performance, across the department and recommends solutions to problems indicated by analysis of potential problems.
+ Coordinate the interface between logistics functions such as transportation and maintenance to ensure efficient, timely, and cost-effective support to the customer.
+ Performs other related duties as assigned or directed.
**Minimum Position Knowledge, Skills, and Abilities**
**Education:**
+ High school diploma or equivalent required.
**Experience:**
+ Must have 7 years' experience supervising or managing Transportation and or Movement Control is required, and a comprehensive knowledge of governing regulations, policies and procedures. Prior military experience preferred.
+ Transportation experience with all types of line haul, MHE and APS fleet equipment.
+ Preferred knowledge and experience uploading / downloading convoys.
**Specialized Knowledge and Skills:**
+ Must have a comprehensive knowledge of the Logistics STAMIS in use and must have the ability to properly monitor production for compliance with scheduling directives, cost factors and other applicable standards.
+ Must be well versed in Army operating methodologies and the use of appropriate logistic information systems.
+ Must be familiar and knowledgeable of DoD 4500.9-R.
+ Must have general office administrative skills required.
+ Must have in-depth knowledge in transportation.
+ Must have the ability to interpret and implement local policies.
+ Must have an intermediate level of proficiency in the use of MS Office, including Word, PowerPoint, Excel, Project and Outlook.
+ Must have progressive written and oral communications skills.
+ Must have strong interpersonal communication skills and ability to work and communicate with others effectively.
+ US Army 88M experience preferred.
**Certification & License:**
+ Tier 1 NACI required for all U.S. Citizens.
+ CDL or Kuwait Heavy License required.
**Facility credentials/authorization required** : Must be able to obtain and maintain facility credentials/authorization.
Note: U.S. Citizenship is required to for facility credentials/authorization at this work location.
**Work Environment, Physical Demands & Mental Demands:**
+ Ability to perform job duties efficiently and effectively.
+ Must be able to work in extreme environmental conditions including dust and high temperatures.

Person Specification

Qualifications:

Bachelor’s degree in Supply Chain Management, Business Administration, Logistics, or a related field. Professional certifications such as CIPS, CSCP, or equivalent (desirable). Experience:

Minimum of 5 years of experience in supply chain management, procurement, or logistics, preferably within an educational, international, or service-focused organization. Proven track record in vendor management, negotiation, and process optimization. Familiarity with Kuwaiti import/export regulations and customs procedures (preferred). Skills and Competencies:

Excellent organizational and project management skills. Strong analytical and problem-solving abilities. Proficiency in supply chain software and inventory management systems. Effective communication and interpersonal skills to collaborate with diverse teams. Attention to detail and ability to work under pressure to meet deadlines. Personal Attributes:

This role will sit in North Dakota.

Responsibilities include:

  • Planning, designing, and directing engineering projects
  • Mentor others in the transportation market in North Dakota
  • Promote the reputation of the company and increase business by being widely recognized outside the company as a technical expert
  • Manage multiple projects simultaneously for NDDOT
  • Review invoicing and personnel assignments
  • Negotiate contracts for both prime and sub roles

Some travel, as well as a valid driver's license and clean driving record will be required.

The successful candidate will have all of the following:

  • A bachelor's degree (or higher) in civil engineering
  • 8 years of relevant work experience
  • A PE license in North Dakota or ability to obtain within 3 months of hire

The ideal candidate will have experience with any/all of the following:

  • NDOT experience
  • Rural and urban roadway design and interchanges
  • Designing roundabouts or diverging diamond intersections
  • Previous experience marketing and attracting clients to win work for the company
