ITA is seeking an CSS Administrative Support Specialist to join the team in Kuwait.

Responsibilities

Work is to be accomplished for the United States Air Force Central Command at Shaw AFB, South Carolina. Direct support will be provided to the 9th Air Force Expeditionary Security Forces Squadron performing Base Security Operations and Support services at Al Dhafra AB, UAE; Ali Al Salem AB, Kuwait; Al Mubarak Air Base, Kuwait; Prince Sultan AB (PSAB), Kingdom of Saudi Arabia (KSA); Muwaffaq-Salti AB (MSAB), Jordan; Al Udeid AB, Qatar and in CONUS.


The Contractor shall:- Perform Commanders Support Staff functions, maintain duty status changes and prepare unit rosters including manpower reporting. Prepare commander’s staff meeting presentation.



- Maintain files of personnel records, office files, official travel orders, and personnel action requests.



- Forecast, review, and process evaluation reports and decorations. Conductadministrative support for in-processing and out-processing of all unit personnel. Attain access to all USAF personnel performance report/decoration tracking systems.



- Serve as the unit travel coordinator/liaison between the TMO and unit members. Perform other administrative functions as required.



Qualifications

Candidates must have:- Three (3) years of experience in preparing and processing administrative support actions relating to unit programs.



- Three (3) years of experience managing a commander’s support staff office.



- Proficiency in the use of Microsoft Office.



- A valid state and Government Driver’s License.



- Must possess a DoD approved SECRET security clearance to perform duties under this task order.


All employees must successfully pass all medical screening as required per CENTCOMdeployment standards.


Under the 9AF ESFS contract, all applicants are subject to an in-depth background check to ensure regulation compliance. Eligible applicants will not have any of the following:



  • Pending criminal or civil charges (including divorce/child custody proceedings)

  • Felony arrest record

  • Alcohol related arrest in the last five years

  • Any type of moral turpitude arrest record/history (including, but not limited to, prostitution, pandering, voyeurism, public indecency)

  • Ensures documentation to negotiate change orders are properly produced and maintained.
  • Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract.
  • Ensure project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client.
  • Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager.
  • Identifies contractual problems and take appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client; and Management of Contract Quality standards.
Qualification
  • Bachelors Degree in Engineering or Bachelor Degree in Science or Arts.
  • Chartered status (MRICS) or equivalent professional qualification post graduation experience.
Experience
  • Extensive knowledge of Contractual Terms & Conditions and Commercial Contract Law.
  • Excellent understanding & extensive experience of the procurement and contract administration processes and principles from preparation and issue of Bidders Lists, Contracting Plans and bid invitation package preparation through to award, administration and close out of Contracts.
  • Strong grasp of procedural requirements & necessity of providing an Audit Trail for Management purposes.
  • Middle East/Arabian Gulf experience is preferred but not mandatory.

Responsible for all post-award activities including Contract Administration, preparation and processing of Adjustment Orders, claims and close out. Must have experience in developing Contract strategy & Contract development, Post award, Contract Administration and claims functions. IACCM professional certification in "Contract and Commercial Management Advanced Practitioner" or equivalent is a plus. Specific Accountabilities Responsible for pre – award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programs, evaluation of bids, negotiation, contract preparation and award formalities. Responsible for post – award activities including conducting kick – off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims and close out. Manages the drafting of Invitation to Tender packages for contracts for large O&G facilities projects. Review and, if necessary, proposes comments on and propose alternative text/clauses to client contract conditions; Reviews issues with legal, risk management, tax, and accounting personnel as a condition precedent to submitting to management for approval. Functions as a part of a negotiating team consisting of project management staff, to establish the terms and conditions of a contract. Monitors and ensures the business provisions of assigned contracts are administered to ensure compliance with contractual terms and conditions. Keeps the Projects Contracts Manager advised as to the scope, financial, and risk features of applicable contracts. Ensures documentation to negotiate change orders are properly produced and maintained. Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract. Ensure project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client. Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager. Identifies contractual problems and take appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client; and Management of Contract Quality standards. Mandatory requirements Bachelor's degree in engineering, Degree in Science, Commerce or Law. Post graduation experience with engineering degree Post graduation experience with degree in Science, Commerce or Law. Post graduation experience in oil and gas projects. Experience in similar role.
