Specific Accountabilities
P
rovide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.- Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
- Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
- Review EPC contractor Safety Management System and advise of required changes
- Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.
- Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken
Other key activities shall include but not be limited to the following:
- Pro-actively visit site and with the EPC contractor implement safety measures-promote/ensure safe work practices
- Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings
- Assist EPC contractor construction management personnel in identifying hazards and in planning and organising the work such that a safe working environment is maintained.
- Assist EPC sub contractor Safety advisors and site management in the development and revision of specific site safety programmes.
- Maintain a HS&E audit and assessment program for the location.
- Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.
- Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.
- Assist EPC contractor line management and or construction supervisors in accident investigation process and report accordingly.
- Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives.
- Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors
- Monitor the availability and use of safety apparel and equipment.
- Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training,
- Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls
- Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly KOC, WorleyParsons, EPC contractors and their sub contractors.
- Diploma in Engineering or HSE related Diploma
- Must have post qualification experience;
- Must have Oil & Gas post qualification experience
- Must have experience in a HSE supervisorrole.
- Practical experience in identification and control of HSE issues on construction sites within Oil & Gas or similar industries.
- Experience in HSE reporting procedures and familiar with the safety hazards with common construction activities.

• Minimum years experience in a Safety /HSE Engineer.
• Practical experience with HSE management systems, reporting and audit procedures.
• Ability to develop, update and maintain in – house procedures.
• Must be conversant with local & international safety standards and norms.

- Ensure quality and accuracy of EPC / FEED Contractor’s Loss Prevention Engineering activities.
- Review and approve EPC / FEED Contractor’s work and ensure compliance with Contract obligations, Project specifications, relevant codes and standards, design philosophy, and Industry best practices.
- Provide PMC Process Safety and Loss Prevention performance data and reports to PMC Management and the Owner.
- Provide technical guidance to develop new specifications and update existing specifications.
- Perform calculations for design validation and optimization.
- Review technical bid submissions and perform technical bid analysis.
- Participate in Layout, P&lDs, PHASER, HAZID, HAZOP, SIL, Layout Safety Reviews, PSSR, constructability reviews, 3D Model reviews, safety audits, QRA workshops, etc.
- Provide Loss Prevention Engineering expertise in the development and analysis of various design options and business models.
- Provide technical assistance and coordination with other discipline engineers.
- Participate in analysis during EPC / FEED Contractor and Vendor pre-qualification, bid evaluation, and performance evaluation.
- Ensure quality and accuracy of EPC / FEED Contractor’s Process Safety and Loss Prevention Engineering activities and review deliverables including philosophies, data sheets, specifications, layouts, close out reports, detailed drawings, etc. pertaining to risk studies, loss prevention systems, firefighting equipment, muster station, TGR’s, TSRs, Safety Signage, hazardous areas classifications, etc.
- Review any Project specific Risk Management Systems and criteria pertaining to Process Safety and Loss Prevention.
- Review of HSEIAs for Process Safety and Loss Prevention Engineering inputs, including reviewing hazards and effects registers, bow tie diagrams, HSECES register, HSCES performance standards and procedures, etc.
- Review Emergency Response procedures and plans for Loss Prevention inputs including alignment with Owner specifications and standards etc.
- Provide assistance and support to Construction, Pre- commissioning and Commissioning phases of the works.
- Review Action Tracking Registers and ensure close out of all Loss Prevention actions arising out of key reviews, workshops, Process Safety and Loss Prevention related studies, safety related concerns, etc.

- Knowledge of Fire & Safety codes and standards such as Egyptian legal requirement& International Standards/Codes of Practices &NFPA standards and API, etc.)

**Primary Objective**
- Implement the project HSE MS.
- Maintain Statistical data for the Project.
- Prepare reports as required for the Worley HSEQ Manager.
- Provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
- Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of client policies and statutory requirements.
- Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
- Review EPC contractor Safety Management System and advise of required changes
- Develop and maintain professional relationships with the client, regulatory bodies and EPC contractor to foster the professional image of Worley.
- Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken
Other key activities shall include but not be limited to the following:
- Pro-actively visit site and with the EPC contractor implement safety measures-promote/ensure safe work practices
- Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings
- Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.
- Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programs.
- Maintain a HS&E audit and assessment program for the location.
- Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.
- Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.
- Assist EPC contractor line management and or construction supervisors in accident investigation process and report accordingly.
- Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives.
- Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors
- Monitor the availability and use of safety apparel and equipment.
- Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training,
- Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls
- Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly the client, Worley EPC contractors and their sub-contractors.

**Preferred Qualification(s) and/or Experience***:
- **You** will possess either an **engineering** **degree **and/or an equivalent diploma from an accredited college or university. This is an essential contractual requirement.
- You **must have** work experience working within **PMC projects** in the above-mentioned industries.

- Establish QHSE audit plans and coordinate audit schedules by working closely with Internal Auditors.
- Provide QHSE improvement plan of QHSE non-conformance, propose corrective action(s), required resources for corrective action and plan of implementation.
- Investigate accidents, incidents, and near misses to determine root causes, identify trends, and implement corrective measures.
- Ensure total compliance with FSMS (Food Safety Management System), confirming that safe food is consistently delivered to employees.
- Prepare weekly and monthly QHSE reports, statistics and analysis related to the integrated QHSE management system.
- Advise management on any changes that affect the QHSE management system, ensuring continuous improvement and compliance.
- Inspect equipment and machinery to observe possible unsafe conditions, where applicable.
- Ensure the implementation of QHSE Management System and ongoing compliance to the standards.
Requirements:
- Bachelor’s degree in a relevant field such as industrial safety, occupational health, environmental science, or engineering.
- Minimum five to six years of experience in a QHSE position.
- Recognized certifications in safety management, risk assessment, or occupational health.
- Strong command of English in both verbal and written communication.
- Experience managing audits and compliance with international QHSE standards.
