Job Description
We are seeking an experienced and highly skilled Construction Project Manager with expertise in Building Projects, Construction Project Management, and Royal Commission regulations. The ideal candidate will have a strong background in the field of infrastructure development, including commercial, industrial, and residential villas. This is a key leadership role where you will oversee all aspects of construction projects, ensuring they are completed on time, within budget, and to the highest quality standards.
Responsibilities:
- Manage and oversee the entire construction project lifecycle, including planning, budgeting, scheduling, and execution.
- Ensure compliance with Royal Commission regulations and requirements throughout the project.
- Coordinate and collaborate with various stakeholders, including architects, engineers, contractors, and subcontractors.
- Monitor project progress, identify potential issues, and implement proactive measures to mitigate risks.
- Develop and maintain project budgets, track expenses, and provide regular financial reports.
- Supervise and manage on-site construction activities, ensuring adherence to safety standards and quality control.
- Review and approve project designs, specifications, and construction plans.
- Conduct regular inspections to ensure work quality and compliance with project requirements.
- Manage project documentation, including contracts, permits, and change orders.
- Provide timely and accurate project updates to senior management and clients.
Skills:
- Bachelor's degree in Civil Engineering, Construction Management, or a related field.
- Proven experience as a Construction Project Manager in building projects, preferably within the Royal Commission framework.
- Strong knowledge and understanding of Royal Commission regulations and requirements.
- Extensive experience in infrastructure development, including commercial, industrial, and residential villas.

What you'll do
- Management, control, coordination and supervision services as well as assistance for the assigned project inclusive of budget formulation, cost control and quality assurance.
- Management of support services for supervising and directing engineering, procurement and management of construction contractors appointed by the Client.
- Management of services for Oil & Gas production activities including start-up and initial operations assistance as well as operational personnel and systems as required by the Client.
- Reports to the Line Manager and is authorized to deputize for him during his absence with a proven track record of managing multi-projects in general and Design & Engineering and Construction function in particular, in the oil and gas industry.
- Is responsible for developing the overall strategy for soil remediation in the assigned areas, it includes contracting strategies and management of contractors.
- Manage and coordinate multidiscipline engineering activities to ensure projects such as FEED (front end engineering design) studies and preparation, ITB (invitation to bid) check estimate preparation, LSTK (lump sum turnkey) tender package preparation are executed in a safe, efficient, cost effective and timely manner.
- Act as primary technical coordination interface with client to ensure that the client’s expectations are satisfied.
- Ensure the project conforms to the client’s approved Basis of Design and all applicable regulatory and code requirements.
What you'll have

- Maintains HSE focus within the team to ensure OHSE requirements included in design and procurement.
Client Relationships
- Maintains and builds healthy client relationships.
- Proactively resolves performance, scope and schedule issues with the Client as they arise.
- Identifies, documents, communicates and meets the client’s requirements.
Scope Management
- Compliance with WPMP (Worley Project Management Plan).
- Compliance with requirements of the contract.
- Effective change control process application.
- Achievement of claims mitigation and claims management if appropriate.
Cost Control
- Monitors cost aspects of the project within direct control to forecast final costs, identifies trends and takes action to avoid cost overruns.
- Promotes implementation of VIP (value improving practices) on the assigned project to achieve overall effectiveness of the use of capital on projects.
Quality Management
- Contributes to compliance with Worley policies and procedures.
- Strong working knowledge of Worley engineering and procurement systems and procedures.
Team Management
- Focuses team on achievement of milestones and other key project objectives.
- Listens to the team, discusses the issues, resolves problems and directs activities to remove roadblocks and achieve objectives.
Design Management
- Sets clear objectives to the design team, including achieving productivity and budget targets.
- Ensures design team aware of, and complies with, applicable regulations and codes.
- Manages inter-discipline interfaces effectively.

- You are an individual who is self-motivated, proactive, and works well with a team.
- You will be seen as the Subject matter specialist for the resolution of issues arising across all areas of the job and be able to clearly explain complex processes that surround the role.
- We expect you to ensure the integrity of the work scope and that all work is carried-out in accordance with applicable codes and standards.
- We expect you to mentor less experienced members of staff including a ‘hands-on’ approach to the formulation and delivery of training programs for local Kuwaiti personnel.

- A bachelor's degree in Computer Engineering or a related field.

Responsibilities:
- To provide leadership to the Project in terms of guiding, support to GHC's staff for the successful running of the project (contract).
- To manage the project (contract) on day to day basis.
- To plan for the short-term and long-term for the project (contract) execution.
- To manage and assess the performance of the staff deployed under the contract and report to the Management as required.
- To set Key Performance Indicators for the staff deployed under the contract in order to achieve the targets set by the client for their operational needs.
- To report to GHC Management daily by email/suitable mode the daily activities carried out, manpower on site and issues faced thereof.
- To help GHC Management to carry out its responsibilities towards the project (contract) on a timely and effective manner for the success of the project.
- To support GHC Management in terms of planning and budgeting for the project (contract).
- To be the sole focal point of contact to the Client / End user and address their requirements in line with GHC’s responsibilities towards the project (contract).
- To coordinate between the client/end-user and GHC as an interface for a smooth running the project (contract).
- To provide timely and valuable support required by the client and GHC for maintaining the project (contract) as a mutually beneficial success for both.
- To obtain approvals in writing from the client/ end user as and when required.
- To follow up on payment of invoices on time.
Communications and Working Relationships:
- Collaborates closely with cross-functional teams of Engineering, MRO, Stores, Procurement, CAMO, HR, IT, Quality, Finance, Logistics, Clients
- Coordinates with internal stakeholders to align, project objectives with broader organizational goals.
- Acts as the primary point of contact for external vendors, contractors, and consultants involved in aviation-related projects.
Job Specification Skills:
- Strong leadership and inspiring team.
- Excellent in Communication both in verbal and written in English.
- Bilingual (Arabic and English) will be advantage
- Experience in Project Management.
- Proven track record leading a similar sized operation in a similar operation.
- High level of awareness of Organizations operations including projects and initiatives.
- Initiate improvements to work process, where possible and allowed.
Experience:
- Around 10 years of experience in Aviation Industry and in particular maintenance with minimum two-year experience in a supervisor / Managerial role.
Qualifications
- Aeronautic Engineer or any other related Engineering degree.
- An MBA or equivalent postgraduate degree is preferred.
- Have not less than 10 years Aircraft maintenance experience with minimum 7 years experience in program management with MSCI degree and preferably.
- PMP Certificate.
