The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.
Under the strategic guidance of the Department of Operational Support (DOS), the Kuwait Joint Support Office provides efficient and client-oriented services with the goal of moving transactional, non-location dependent administrative functions from its client entities. These include transactional elements of human resources, finance, travel and payroll.

This position is located in the Kuwait Joint Support Office (KJSO). Under the direct supervision of the Chief of Human Resources Section, the Human Resources Officer will serve as a Team Leader.

**Responsibilities**:
Efficient Service delivery to Client Missions in line with the KJSO Service Center Delivery model.
- Leads a team of HR Partners to provide support to client missions and offices in all areas of onboarding of locally-recruited and internationally staff, administration of entitlements and benefits, contract management, and other operational and transactional activities; monitors the work load assigned to the team for backlogs and takes appropriate action as necessary; coaches staff under his/her responsibility and identifies needs for continuous learning;
- Supports the improvement of the performance of the team to ensure efficient and effective HR service delivery to client missions;
- Participates in building strong and valuable relationships with managers in client missions to expedite the service delivery process;
- Supports the delivery of planned outputs of the team and ensures that agreed targets are met in line with the Human Resources Management Key Performance Indicators (HRM KPI) and customer service standards;

- Supports implementation of change management for KJSO HR Operations to achieve improved results;

Purpose: The Human Resources Generalist III is responsible for the day-to-day support operations within the assigned area of responsibility.

Essential Duties & Responsibilities :

  • Partners with employees and management to communicate various human resource policies, procedures, laws, standards and other regulations. Facilitates or provides training (including orientation) the workforce.

  • Interviews and screens interviews applicants to match experience with specific job-related requirements. Administrates and works with management on internal promotions.

  • Contract Support :

    • SPOT Administrator

    • Prepares, maintains and distributes employee contracts (new & renewal).

    • Maintain database and notifies management of performance appraisals.

    • Maintains employee files in the HR filing system.

    • Handles all aspects of performance appraisal maintenance and notification.

    • Processes leave requests.

    • Process Final-Out processing

  • Benefits Administration :

    • Assists with administering various employees benefit programs, such as group insurance, life, and medical.

    • Administers MOD 13 annual physical; coordinates medical appointments with clinic and collaborates with clinic for employee notification/direction.

    • Updates OnPoint with employee information as it pertains to MOD 13.

    • Enters data into HRIS system ensuring the accuracy of information.

  • Candidate Management

    • Partners with CONUS in processing new hires utilizing OnPoint.

    • May assist with processing Kuwait Visa, Base Access Badging and KDL.

    • May conduct new-employee orientations and demobilization.

Education:

  • Bachelor’s degree in human resource management or a related field or equivalent education, training and experience required.

Experience:

  • 5 years of progressively more responsible human resources experience, preferably as an HR Generalist. May consider candidates with a finance or business administration experience.

  • Must have high level of proficiency in the use of Excel (VLOOKUP, pivot tables, developing spreadsheets with formulas).

Specialized Knowledge, Skills & Abilities:

  • Requires strong interpersonal skills.

  • Requires a collaborative work style, fostering cooperation and teamwork.

  • Must be able to exercise discretion and good judgment.

  • Must be able to handle confidential company and employee information with complete discretion.

  • Must be able to identify conflicts of interest as they relate to employment situations.

  • Must have high-level organizational and planning skills, so that workflow is managed efficiently and accurately.

  • Must have excellent communications skills, both verbal and written.

Certification, License & Clearance:

  • Current valid driver license required.

  • Tier 1 NACI required for all U.S. Citizens.

  • PHR certification is desired.

Facility credentials/authorization required : Must be able to obtain and maintain facility credentials/authorization.

Note : U.S. Citizenship is required to for facility credentials/authorization at this work location.

Work Environment, Physical Demands & Mental Demands:

  • Ability to perform job duties efficiently and effectively.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

  • Must be able to lift up to 50lbs.

Job Summary:

  • Help build and maintain a strong organizational culture that fosters employee engagement and productivity.
  • Audit the employee performance by reviewing the KPI metrics and score card before payroll submission.
  • Implement and monitor Performance Improvement Plans (PIPs) to support employee development and goal achievement.
  • Foster a positive and engaged work environment through HR programs and other employee engagement activities.

Candidate skills and qualifications:

  • Bachelor’s degree in HR, business administration or a relevant field
  • Must have 5 or more years of HR experience
  • Strong understanding of HR principles and practices
  • Strong understanding of the Kuwait Labor Law
  • Proven ability to build and maintain strong relationships with all levels of the organization
  • Excellent communication, interpersonal, and problem-solving skills
  • Ability to work independently and manage multiple priorities
  • Effective organizational abilities
