THE ROLE

KEY RESPONSIBILITIES

In your first 6-12 months, you'll:

  • Lead and inspire the HR team to deliver all core HR functions flawlessly.

Must-Haves:

  • 8+ years HR experience, with at least 3 years at managerial level.
  • Proven success in fast-moving industries .
  • Full HR function expertise (strategic and operational).
  • Arabic fluency.

QUALIFICATIONS

Education: Bachelors degree in Business Administration or a related field. An MBA from atop-tier business school is highly preferred.

Experience: Minimum of 10 years of experience in HR within the fast moving goods industry,with a proven track record in managing end-to-end HR functions, and small/mid size teams.

Industry Knowledge: Deep understanding of the FMCG sector, local and regional (GCC) laborlaw.

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. Under the strategic guidance of the Department of Operational Support (DOS), the Kuwait Joint Support Office provides efficient and client-oriented services with
the goal of moving transactional, non-location dependent administrative functions from its client entities. These include transactional elements of human resources, finance, travel and payroll.

This position is located in the Kuwait Joint Support Office (KJSO). The Human Resources Assistant at this level will report to the Human Resources officer and under the overall guidance of the Chief Human Resources Officer.

**Responsibilities**:
Under the supervision of the Human Resources Officer (Team Leader), the Human Resources Assistant at G6 level will perform the following activities and transactions in the Enterprise Resource Planning (ERP) System:
Administration of Staff Contracts and Benefits & Entitlements:

- Processes temporary and permanent staff movements and related administrative actions including those related to inter-agency agreements.
- Processes staff benefits and entitlements, including education grant, rental subsidy/deductions, and others.
- Processes check-out and related separation personnel actions.
- Reviews and prepares submission of documentation to the Pension fund relating to enrollment, award for disability benefit.
- Advises staff on entitlements and benefits, processes them in the system.
- Maintains family status of staff members and administers respective dependency entitlements.
- Reviews and approves time and attendance requests (maternity leave, paternity leave, certifies sick leave, special leave without pay (SLWOP); Rest and Recuperation (R&R) etc.
- Monitors implementation and compliance with existing regulations through review of personnel actions processed in Enterprise Resource Planning (ERP), monitors ECC reports and staffing tables for a variety of human resources activities.

Other Duties:

- Interact with staff seeking information or services on human resources related issues;
- Provide administrative support to the recruitment panels and acts as an ex-officio panel member of the panel;
- Draft and/or process a variety of correspondence and other communications;
- Maintain human resources related statistics and prepare periodic reports as required;
- Maintain human resources records both in hard and soft copy formats;
- Performs other relevant duties as required.

Education
High school diploma or equivalent is required.

Job - Specific Qualification
A technical or vocational certificate in human resources, business administration or personnel administration is desirable.

Supplemental training and certification as ERP Human Resources (HR) Partner, is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required.

A minimum of three (3) years experience in recruitment against various types of contracts is desirable.

A minimum of two (2) years working experience using recruitment platforms such as Inspira or similar is desirable.

Experience in serving clients in the area of staff administration of entitlements and benefits in the UN Common system or similar organization is desirable.

A minimum of three (3) years of experience in administration of staff entitlement is desirable.

A minimum of two (2) years of experience in using Enterprise Resource Planning (ERP) systems such as SAP is desirable.

At least two (2) years experience preparing notes and drafting responses and correspondence to staff members' queries on their benefits and entitlements and other Staff Rules and Regulations advice is desirable.

**Duties**:
1. Civilian Human Resources Management. Provides both technical and complex HR management advisory services to the Senior Defense Attaché (SDO/DATT), Vice Director, managers, and senior staff, and provides guidance and assistance to supervisors and employees on all areas of HR management regulations, policies and laws.

2. Military Personnel Management. Administers and coordinates a full range of military personnel functions within the organization. Researches, interprets, analyzes and applies joint directives, service policies and regulations to ensure manning levels are in line with regulatory requirements, support goals, and mission requirements.

3.Program Management. Serves as the primary point of contact for directorate manpower program requirements and provides guidance to a multi-service organization.

4.Manpower Management. Participates in studies involving joint manpower, organization, and HR programs/policies, and the impact of force structure changes in the Directorate's mission accomplishment, and necessary realignments of major functions and responsibilities or changes in program direction.

- 4. Knowledge of administrative concepts, common management principles, and practices sufficient to foresee problems and to provide advisory services and make recommendations to improve procedures/processes.
- 5. Skill in adapting analytical techniques and evaluation criteria to accurately assess information and make sound recommendations and decisions.

Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and information briefings.**PART-TIME OR UNPAID EXPERIENCE**: Credit will be given for appropriate unpaid and or part-time work.
