Primary ObjectiveManages, provides advice on and administers all activities concerned with contracts for works and services associated with oil and gas facilities projects carried out under various contract forms and modes of reimbursement.
Specific Accountabilities- Responsible for pre–award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programmes, evaluation of bids, negotiation, contract preparation and award formalities;
- Responsible for post – award activities including conducting kick – off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims and close out;
- Manages the drafting of Invitation to Tender packages for contracts for large O&G facilities projects. Review and, if necessary, proposes comments on and propose alternative text/clauses to client contract conditions;
- Reviews issues with legal, risk management, tax, and accounting personnel as a condition precedent to submitting to management for approval;
- Functions as a part of a negotiating team consisting of project management staff, to establish the terms and conditions of a contract;
- Monitors and ensures the business provisions of assigned contracts are administered to ensure compliance with contractual terms and conditions. Keeps the Projects Contracts Manager advised as to the scope, financial, and risk features of applicable contracts;
- Ensures documentation to negotiate change orders are properly produced and maintained;
- Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract;
- Ensure project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client;
- Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager;
- Identifies contractual problems and take appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client; and Management of Contract Quality standards.
- Bachelors Degree in Engineering or Bachelor Degree in Science or Arts.
- Chartered status (MRICS) or equivalent professional qualification post graduation experience.
- Extensive knowledge of Contractual Terms & Conditions and Commercial Contract Law;
- Excellent understanding & extensive experience of the procurement and contract administration processes and principles from preparation and issue of Bidders Lists, Contracting Plans and bid invitation package preparation through to award, administration and close out of Contracts;
- Strong grasp of procedural requirements & necessity of providing an Audit Trail for Management purposes;
- Middle East/Arabian Gulf experience is preferred but not mandatory.

This position is physically located in Kuwait in support of LOGCAP. Responsible for all interpretations of the contract section of Request for Proposal, contracts and amendments. Administers and negotiates Nondisclosure Agreements, Teaming Agreements, and Associate Contractor Agreements. Is the initial point of contact for all contractual communications with the customer, government agencies (e.g., DCMA, DCAA), and is authorized to obligate the company for matters associated with any assigned contract(s). Manages routine proposals for add-ons to existing contract(s). Under the direction of the Deputy Director of Contracts, assists in ensuring Contracts compliance with corporate policies, legal issues, FAR guidelines, and customer support. Identifies and resolves complex issues, exercising ethical judgment within broadly defined practices and policies. Leads and participates in making decisions related to Contracts management. May administer one or more major contracts. Supports HQ phase-in efforts following contracts award(s), both locally and on-site. Responsible for protecting the legal and financial interests of the Corporation during all discussions and negotiations and interaction with customers, clients, etc. Responsibilities

Ensures that proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the contractual requirements of the RFP, Federal Acquisition Regulations and other compliance standards. Coordinates with the Cost Estimator to define cost formulations and summaries, coordinates in developing management review presentations, coordinates final management approval and signature of the offer. Leads customer negotiations, makes recommendations to management to execute contractual documents and warranties assurance to the customer all particulars in connection with a contract. Is the Contract Manager of a resultant contract. Is responsible for post-award communications with the customer contract personnel on all contract matters. Initiates contract close-outs; develops responses to FOIA requests. Maintains professional competence by attending specific formal and informal contracts training seminars, company-provided training, self-sponsored training, and NCMA meetings. Manages/administers execution of Nondisclosure Agreements and Teaming Agreements. Reviews and interprets contracts specifications, deliverable requirements and terms and conditions for incorporation into proposal submittals to customers. Monitors contract performance to ensure that all contract terms and conditions are met. Assists in responding to customer provided CPAR. Provides pre and post award administration of a variety of contracts, including CPAF, FFP, FPAF, T&M, LH, etc. Assists in directing coordination with other departments on matters related to Contracts, prepares responses as necessary to customer correspondence and other requests. Assist in the development of cost/price analysis, as necessary, for inclusion in proposals. Supports negotiations with subcontractors, ensures document reviews of subcontracts, makes recommendations to HQ management to execute subcontract documents and supports obtaining the necessary consent. Initiates Contracts close-out. Performs job duties as assigned. Qualifications
Minimum Qualifications:
Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. Must be CAC eligible and/or able to obtain a Common Access Card (CAC) Degree in Business or Finance. Bachelor's Degree and eight years' experience OR Master's Degree and four years experience. Preferred Qualifications:
Certification(s) by National Contract Management Association (NCMA) is preferred. Clearance:
Secret Security Clearance is required. Experience:
Minimum four years' experience related to contracting, purchasing and pricing. Skills:
Ability to travel to project locations. Shall have a working knowledge of the Federal Acquisition Regulations and DoD FAR Supplement Basic software worksheet techniques Strong communication and writing skills Understanding of the accounting system, its policies and procedures Ability to meet with and work with senior and middle management personnel
Working Conditions:
Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
