Manage, design, develop, create and maintain small-scale through to large-scale construction projects in a safe, timely and sustainable manner Conduct on site investigations and analyze data (maps, reports, tests, drawings and other) Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications Assess potential risks, materials and costs Provide advice and resolve creatively any emerging problems/deficiencies Oversee and mentor staff and liaise with a variety of stakeholders Handle over the resulting structures and services for use Monitor progress and compile reports in project status Manage budget and purchase equipment/materials Comply with guidelines and regulations including permits, safety etc and deliver technical files and other technical documentation as required Manage/Supervise and direct site staff (foremen, labour, subcontractors, etc.). Key Responsibilities:


Project Management & Execution

  • Lead the planning, execution, and delivery of IT implementation projects in alignment with PMI and Agile frameworks.

  • Oversee budget tracking, resource allocation, and vendor coordination.
  • Drive risk, issue, and quality management throughout the project lifecycle.

Client & Stakeholder Engagement

  • Act as the primary point of contact with the client, ensuring alignment between business needs and technical solutions.
  • Build and maintain strong relationships with clients, internal teams, and external partners.
  • Facilitate regular stakeholder meetings and status reviews.

Technical Leadership

  • Translate business requirements into functional and technical specifications.
  • Collaborate with development teams to ensure technical alignment and adherence to Microsoft Dev Stack standards.
  • Provide input and oversight on systems architecture, integration, APIs, and CI/CD pipelines.

Communication & Reporting

Requirements

Your Qualifications

  • Bachelor's degree in Computer Science, Business Administration, Project Management, or a related field.
  • PMP-certified Project Manager (PMP) required.
  • Certifications and proficiency in Agile methodology, JIRA, and TFS/Azure DevOps.
  • Minimum 10 years of experience in managing large-scale IT projects, ideally in the government or public sector.
  • Demonstrated ability to lead and manage large cross-functional teams.
  • Strong background in Microsoft technologies (SDLC, .Net, CI/CD, APIs, integration).
  • Experience in customs or supply chain domains is a significant advantage.

Your Proficiencies

ATLAS is seeking an experienced and operationally agile Project Manager to lead the execution of Translation and Linguistic Services (TLS) in support of the Canadian Armed Forces (CAF) deployed to the Middle East. Based primarily in Kuwait with oversight of linguist teams in Jordan, the PM will be responsible for ensuring all aspects of contract implementation meet or exceed mission and performance standards.

  • Serve as the Contractor's Single Point of Contact (SPOC) for all locations and operational matters.
  • Represent the Contractor in all day-to-day activities, including meetings, reporting, and audits.
  • Ensure the delivery of all contract services per the Statement of Work.
  • Maintain 24/7 availability for coordination and operational oversight.
  • Lead and supervise linguist teams across Kuwait and Jordan.
  • Support operational tasking, deployment planning, and surge requirements.

Qualifications

  • Willing to deploy to Kuwait and/or Jordan.
