About the role:

We are looking for a department Head for our centralized Procurement & Logistics Department.

Al-Hamra Kuwait led the Gulf region’s construction field since 1971, executing projects in governmental, public, and private sectors. With over four decades of experience in the market, Al-Hamra Kuwait has delivered high-standard turnkey projects to prominent clients in Kuwait, Iraq, Saudi Arabia, the United Arab Emirates, Oman, Jordan, and Lebanon.

Tasks and responsibilities

  • Revisit and develop the procurement strategy per the company’s regional and international scaling concepts.
  • Analyze the company’s current vendor base and adapt it to match its aspiration to work on regionally- and internationally highly competitive and qualitative standards.
  • Identify and negotiate framework agreements with multiple vendors.
  • Select these vendors by the company’s regional- and international growth aspirations.
  • Integrate vendors into a relationship program and use the cooperation model to co-develop vendors into up-to-date technology- and service providers.
  • Extend the cooperation model and plan to integrate vendors into the company’s various SW systems to contribute to the organization’s productivity improvement programs effectively.
  • Institute audit trails to monitor the vendor-related cooperation models and assess vendor quality and their adherence to developmental measures accordingly.
  • Install instant measures to maximize the company’s ongoing Operations and ensure the best possible outcomes from existing contract relations.
  • Ensure the timely regional and international delivery of equipment and materials for construction projects, minimizing the risk of project delays due to material shortages.
  • Actively negotiate and renegotiate competitive prices for materials and equipment to enhance the company's market competitiveness.
  • Directly manage the procurement activities for construction projects, prioritizing prompt and cost-effective sourcing of materials and equipment.
  • Develop and sustain relationships with suppliers and vendors, focusing on those who can reliably meet time-sensitive and budgetary requirements for international projects.
  • Implement procurement strategies emphasizing the importance of timely and cost-effective delivery in alignment with project schedules and budgets.
  • Conduct thorough market analysis to identify new procurement opportunities, focusing on suppliers who can meet our stringent time and cost requirements.
  • Skillfully negotiate contracts emphasizing favorable terms, particularly regarding quality requirements, delivery timelines, and cost structures.
  • Closely monitor procurement budgets, emphasizing cost-saving measures that do not compromise project timelines or quality.
  • Proactively identify and mitigate risks related to timely regional and international delivery, inflationary trends, and cost escalations.
  • Ensure all procurement activities comply with regional and international laws and standards, focusing on those impacting timely delivery and cost containment.
  • Led the procurement team with a strong focus on achieving time-sensitive, quality-compatible, and cost-effective procurement goals.
  • Employ advanced procurement software and technologies, focusing on features that enhance time and cost management efficiency.
  • Regularly review and refine procurement processes to optimize time and cost efficiency.
  • Work closely with project management and finance departments to align procurement activities with broader project timelines and budgetary objectives.

  • Requirements

Must-Have Requirements

  • Minimum ten years of experience in regional and international procurement with a strong focus on managing global supply chains for timely and cost-effective delivery of materials and equipment.
  • You managed a procurement volume of at least three digits USD Mio p.a.
  • Ability to lead, mentor, and develop a procurement team.
  • Has already led a team of a minimum of five people.
  • Demonstrated expertise in negotiation, with a proven track record of securing materials and equipment at competitive prices on time. This should include experience in negotiating with regional and international suppliers and understanding global market trends. Knowledge of risk management principles and compliance requirements in procurement.
  • Excellent communication and interpersonal skills for effective stakeholder engagement.
  • Fluent English.
  • Familiarity with regulations and legal requirements in procurement, especially in the GCC and Saudi Arabia
  • Good knowledge of MS Office (Excel, OneDrive, Outlook, Word)
  • Min five years of experience in logistics and supply chain management, particularly in handling international shipments, customs clearance, and ensuring on-time delivery to construction sites.
  • You are familiar with framework agreements negotiations with vendors.
  • You are familiar with Incoterms 2020, Institute for Supply Management Standards or FIDIC Contracts

Should-Have Requirements

  • Master’s degree or advanced certification in Supply Chain Management, Business Administration, or a related field.
  • At least five years of experience managing procurement in high-pressure, time-sensitive environments, where delays can have significant financial and operational impacts.
  • Experience in budget management and cost optimization.
  • Familiarity with procurement software like Oracle Procure
  • Familiar with Oracle EBS 12.3
  • Three years of Working experience with Procore Project Management Software
  • Experience developing and implementing cost-optimization strategies in procurement without compromising quality and delivery schedules.
  • You can convince vendors of relationship programs and use the cooperation model to enable (global growth) for both sides

Nice-to-Have Requirements

  • Proficiency in Arabic or other languages.
  • Established a network in the EPC or construction industry in the GCC region and possibly beyond.
  • Track record of implementing innovative procurement strategies and process improvements.
  • Experience in sustainable and ethical procurement practices.
  • Experience in leading change management initiatives within procurement.

  • A monthly salary of KWD 3,000 (annual salary of KWD 36,000)
  • Mobility and housing allowance of KWD 500 p. month
