We are currently seeking a Projects HSE Manager,to join the PMC team based in Ahmadi,to be permanently assigned to our projects, reporting directly to the Projects Manager, or the Projects Director in his absence.About the role we are looking for:The HSE Manager is a key leadership Position responsible for overseeing the Quality, Health, Safety and environment aspects of Project Management consultancy projects. The candidate will ensure that all projects are executed with the highest standards of safety, quality, and environmental compliance, while driving continuous improvement initiatives to enhance project efficiency and minimize risks.Job Scope and Accountabilities:HSE Management:Develop, implement, ad maintain effective HSE management system for PMC projects, aligning with industry standards and best practices.Conduct regular inspections and audits to monitor HSE performance and compliance at project sites and within project teams.Risk assessment and mitigation:Identify potential hazards and risks associated with PMC projects and develop risk mitigation plans to prevent incident sand accidents.Collaborate with project teams to implement risks control and monitor their effectiveness.Regulatory compliance:Ensure compliance with all relevant local, national, and international HSE regulations and standards.Keep updated in of changes in HSE legislation and implement necessary updates to project processes.Training and development :Provide HSE training and awareness programs to project teams and personnel, promoting a safety-first culture/Conduct toolbox talks and workshops on specific HSE topics to enhance awareness and knowledge.Incident investigation and reporting:Lead investigation into QHSE incidents and accidents, identifying root causes and implementing corrective and preventive actions.Ensure accurate and timely reporting of incidents to relevant authorities and stakeholders.Client interaction:Collaboration with clients and stakeholders to understand their HSE requirements and align project plans accordingly.Address client HSE concerns and provide updates on project related QHSE Matters.Performance monitoring and improvement:Establish Key performance indicators (KPI’s) for HSE and monitor project performance against these metrics.Initiate and lead continuous improvement initiatives to enhance safety, quality, and project efficiency.Develop and test emergency response plans for PMC projects, ensuring the readiness of project teams to handle unforeseen situations.Documents and records management:Maintain accurate and comprehensive HSE records, including incident report, inspection findings, and training records.Reporting lines and interactions:Hierarchically reports to: Projects Manager, or the Projects Director in his absence.Operationally reports to: Projects Manager, or the Projects Director in his absence.Directly supervises (operationally): Quality Team and the HSE Team.Key interactions (internally, externally):Internally: Project Managers, Engineering Manager, Construction Manager, Contracts Manager, Projects Control Manager, Finance and HR Manager.Externally: Other T.EN entities, ClientManagers and Team Leaders of the Client's Controlling Team and others.Client external Teams, HSE Managers of otherPMCs, Managers of EPC contractors and their sub-contractors, vendors, licensors, authorities, partners.Job Requirements and Qualifications:Minimum five years of experience in the middle east and PMC type contract.Must possess at least one of the following internationally recognized HSE qualification by a reputable professional association: NEBOSH, iDipOSH, iDipNEBOSH, iEnvDipNEBOSH, iCertOSH, iDipNEBOSH, CSP, ASP, CRSP, CMIOSH, GSP, CEP,CIH,QEP,CSM, Advanced Diploma in Industrial safety (ADIS) or equivalent.Must possess at least one of the following HSE certifications (Certified courses) in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001/ OHSAS 18001 Lead Auditor, NEBOSH, ASSE Certification in global Safety Management or Equivalent courses.Shall have practical experience in manning HSE / QAQC in projects. Must be conversant with local and international HSE laws, regulations, and norms.Excellent written and verbal communications skills and proven track record of successful project management.Must be experienced in managing HSE/QA/QC Discipline engineers.
